Thanks. I always use the latest version of outlook and have searched for scanpst - and its not there as you have correctly indicated.
But i would like it if my problem persists.
I resolved the problem by assigning one of my pst files as a default pst file<
Just to clarify a couple of things
#1 - The sheer fact that you have stated that you have assigned a PST file as the "default PST file" (which I am assuming to mean "default data file" - indicates you are using the classic Outlook desktop program (part of Office). However, not at all clear as to how that resolved an issue that would have required using ScanPST unless what you are actually referring to is changing the delivery location of your POP accounts.
#2 - The "new Outlook" is not the latest version of the Outlook desktop program. It is the intended replacement of the Windows 10 / 11 Mail, People, Calendar apps. It is essentially "Outlook on the web" wrapped in an app framework with the added functionality of being able to add external IMAP accounts

#3 - If you are missing ScanPST from this system, you will need to follow the steps outlined in my original response
