I'm sorry to hear that you're having trouble with the Schedule Send feature in Outlook. To clarify, are you using the Classic Outlook for Windows version or the newer version of Outlook for Windows? Could you please provide us with the screenshot of your outlook for Windows version details? see What version of Outlook do I have? - Microsoft Support
If you're using the Classic Outlook for Windows version the Schedule Send feature should be available. To use the Schedule Send feature in the classic version of Outlook for Windows, you can follow these steps:
- Compose a new email message.
- Click on the "Options" tab in the ribbon.
- Click on "Delay Delivery" in the "Delivery Options" group.
- In the "Properties" dialog box, select the "Do not deliver before" checkbox and choose the date and time you want the message to be sent.
- Click "Close" to save the changes.

If you are using the new outlook version, it has same UI with the outlook the web, while composing a message, select the dropdown next to Sendand select Schedule send.
