    That program no longer works or exists. It was used to give older Outlook installations the ability to connect to what was the Windows Live Mail service (aka Hotmail) in an Exchange-like way that allowed you to manage mail, calendar, and contacts from desktop Outlook. When Hotmail because Outlook.com and was moved to the Microsoft 365 service, that protocol became obsolete.

    You can still access Outlook.com with Outlook 2010, but you need to use an IMAP account and that won't allow access to non-mail data like calendar, contacts, tasks, etc. For that you'll need at least Outlook 2013.
