Classic Outlook desktop can't read encrypted email, but New Outlook desktop can

Classic Outlook desktop only provides link which allows reading encrypted contents in Outlook web.

For same mailbox in same profile on same PC, changing to New Outlook desktop enables viewing encrypted content in Preview, and also if message is opened in separate window.

Outlook is Office 365 Apps for Business, Version 2403, Build 17425.20146

Office is fully updated.

Email was sent with "Encryption only" (no other restrictions).

Tried full online repair of Office.

Tried new Outlook profile.

Ran SFC.

Affects at least two users in recipient domain.

Any ideas?

    We are also experiencing same issue. Using O365 account E3 license and downloading Office software from account. Microsoft® Outlook® for Microsoft 365 MSO (Version 2405 Build 16.0.17628.20006) 64-bit

    When selecting update it says I am at the latest version. I've done some testing and issue is happening to our whole domain. We can open encrypted email fine using webmail and the new outlook app, but using the normal outlook it gives us link to click on to open through webmail. It no longer opens automatically the encrypted email in regular Outlook.

    Anyone find a fix yet?

    *update* After much testing found that because Microsoft is forcing everyone to start using MFA. The fix to get the regular/classic Outlook to open encrypted emails automatically like before is I had to join the computer to Microsoft Entra ID formerly known as AzureAD. It has something to do with authentication and/or MFA.

    Unfortunately, no resolution. I suspect they want us to use new Outlook, so they are not fixing problems with classic Outlook.

    Was any resolution reached on this issue? We've just implemented Purview encryption and see this same behavior. Classic Outlook always redirects the recipient to the web portal to view an encrypted message, but New Outlook, as well as Outlook on the web and the Outlook mobile client decrypt transparently.
