I had the same issue with olcsupport.office.com, would reload showing all my entries and no status messages or errors. I found removing special char from the "Issue Title", setting a single ip to include /32 and shortening the "Copy and paste any error messages" fixed it for me. Not sure which part exactly as i did all three things at once.
Same is happening to us. Microsoft have blocked our IP for sending emails to hotmail.com for many days now. It is hurting our business. It is truly shocking they allow this to continue. I have now logged multiple support tickets and get the same reply "Thanks for your patience, we are currently experiencing technical difficulties and our engineers are working to resolve the issue at the earliest." !!
If this continues we will have not choice by recommend our customers to find an alternative email company that actually cares about their service and don't damage small business in this way.
I am having the same issue. My first report was September 28 and I got this same response. Still waiting. I sent two times a reminder to give me update. Total silence.
Yesterday I created a ticket again and same response.
