So, new outlook just doesn't permit email templates? I don't understand how that is possible?

Outlook for the web and the so-called new Outlook look the same, or almost the same. They are both less capable than the full, desktop version of Outlook for Windows.

The screen shot below shows the new Outlook on the left and the classic Outlook (part of Office) on the right. Both versions are running under Windows. You can tell that the classic (full version) of Outlook has a File tab, which is not present in the new Outlook.

The new Outlook is usually described as a replacement for Windows Mail which is being discontinued.

The instructions in the article at https://support.microsoft.com/en-us/office/create-an-email-message-template-43ec7142-4dd0-4351-8727-bd0977b6b2d1 apply to the classic version of Word for Windows. (The new Outlook probably does not support e-mail templates.)
