I understand that you are experiencing a problem with not being able to receive emails!
Based on your description that you updated your browser, you should be experiencing the issue while using the web version of outlook mailbox, right? I need to know if you are creating a hotmail account for messages or are you importing your hotmail account? Due to the fact that we are using translation software to communicate, I am unable to accurately understand your situation.
You mentioned that you have checked your network configuration, and I would like to know if you have VPN proxy software or local proxies turned on, which could also be the reason why you are not receiving emails properly.
When you check the whitelisted emails, have you also checked the [Filter] under the same tab, please keep the two options of [Filter] unchecked.
You can find the options of [Rules], [Collate] and [Forwarding] under [Settings] - [Mailbox] to check whether there are any conditions or rules that prevent your account from receiving emails and whether your emails are forwarded to other mailboxes.
You can also use the [Forwarding] function to automatically forward the emails you receive to the mailboxes you have set up under this setting, which may temporarily solve the problem that you cannot receive emails.
Can you please do a test? I need you to log in the local New Outlook application, because New Outlook is essentially developed based on HTML, so your operations in the web version of outlook and New Outlook are more or less the same. With New Outlook the Windows notification bar will pop up when you receive an email to indicate that you have received a new email. This is a very effective way of checking whether you have received any emails in your account.
