Using classic Outlook for Windows in educational settings
At the very bottom of your outlook window is the "Display Settings". Click on it and change to "Optimize for compatibility". This fixed my issue of a small ribbon.

I have been using the Outlook app on my surface laptop for 1 week now. Every time I open Outlook, the ribbon is very small. I would have to close and open Outlook and the ribbon would become the original size. May I know how I can solve this problem.
I am using Microsoft 365.

I’m hoping everyone here already found their solution but if not I’m leaving it here. On the ribbon, at the very far right, there is a little arrow pointing down at the bottom. Select that and in the menu that pops up select “Classic Ribbon” under Ribbon Layout.
Classic is the expanded option, Simplified is the shrunk down option. Hope this helps!
I am experiencing the same issue - it shrinks by about 50%. lt resolves upon close and reopen.
It is NOT the same as switching the ribbon between simplified and classic.
I also have the same issue. Closing and re-opening Outlook restores the ribbon to normal size. However, i have had one accasion when I had to close and re-open twice !
