I have deleted a significant amount from my inbox and sent items and cleared my deleted items also. I have storage now showing as available but I still can't send or receive emails.

I understand your situation. 554 5.2.2 mailbox full refers to sending to the other party's mailbox when the other party's inbox is full resulting in a return. Do you mean that this happens when you send an e-mail to yourself?
This is because Outlook's storage mechanism is going to be in Outlook and OneDrive together. For example, you receive an attachment. This attachment will be saved in both Outlook and OneDrive. If the space of one of these two programs is full it will send and receive emails normally.
You can login your hotmail to outlook web version. Then click on Settings->General->Storage. Click on Outlook (attachments). Save the attachments that take up more space locally and then delete the attached emails from your mailbox. Then empty these large attachments from the deleted folder and recoverable emails from the deleted folder.
Then click OneDrive. to check if these large attachments are still saved in OneDrive. If so clean up the storage space in OneDrive and remember to clean up the Deleted folder as well.
You can also choose to expand your mailbox storage by subscribing to Microsoft 365. The basic version provides 50G of Outlook storage space and 100G of OneDrive storage space.
