So sorry for the problem you are experiencing with unwanted emails, I am also a user and understand how frustrating this is.
Several users have experienced increase in spam messages getting through the outlook filter and this has been reported to the Microsoft team, however we can take few steps on our path to mitigate the issue.
If you continue to receive spam messages, you can reduce spam messages by blocking senders. In situations when blocking senders does not work creating rules that filter certain keywords and moving emails flagged to junk would help.
We also have the option to change the level of protection in the spam filter to make it more aggressive, You can tell Outlook to delete all suspected junk messages instead of moving them to the Junk E-mail folder;
