I thought the Google Play app was free why am I surprisingly being charged a monthly fee for it that I was unaware of?

I thought the Google Play app was free???!! It always has been!!!!?- Why am I surprisingly seeing that I'm being charged for it?!?!?!* Did somebody else initiate this fee without my knowledge? !?!!??- *Why would I need to pay for it? ??- *All I do is upload a couple apps a couple times a year.. I'm super low tech and rarely get online in the first place and have experienced identity fraud, stolen devices, hacked accounts multiple times in the last couple of years so I didn't authorize this how long have I been getting charged for?

    Based on your description, I'd like to check with you to see if Google Play charges you when you refer to being charged? Or are you being charged for the Outlook program that you downloaded and used?

    For your feedback, if you can only see that Google Play channel has charged you, due to Google Play program service provider for Google, Microsoft can not check the chargeback records of other companies' programs, at the same time, Outlook on Google Play applies to the cell phone version, and this version is a free product that does not charge any fees.

    In this regard, I suggest you contact your bank to confirm who the deducting party is, if you can only confirm the deducting party is Google Play, you can only contact Google service provider to confirm.
