I get it BUT the article definitely says NON MICROSOFT email products. Perhaps the intent was to include only non-Microsoft products but the programmer didn't get, didn't read the memo.

Per the article, Outlook.com now requires Oauth2 for connections and Outlook 2007 does not support Oauth2, hence it can no longer be used to connect to Outlook.com/Hotmail/Live mail/MSN mail. You would need to upgrade Classic Outlook to a build later than 11601.10000 to regain this functionality.
As the article title says "non Microsoft email products" any version of Outlook is quite obviously a Microsoft product. I am not sure how this applies to the question.
As of September 16, Outlook 2007will no longer work with Ouylook.com/Live mail/Hotmail/MCN Mail:
"The following versions of Outlook Desktop do not support Modern Authentication for Outlook.com: Outlook 2007, Outlook 2010, Outlook 2013, Outlook 2016 MSI, Outlook 2019 LTSC. Any release of Outlook Desktop with a version less than 11601.10000 does not support Modern Authentication for Outlook.com."
