How to Remove My IP from Hotmail / Outlook Blacklist

We have a couple business websites where we send out emails to customers of many providers. Hotmail, outlook, live, etc customers have all there emails from us blocked.

Kickback states our ip is on a blacklist.

Our issue was that someone was able to hack into our cpanel and gain access to adding their own email and send out spam emails.

We found this out from Hostgator our provider for the server we use. We've added 2FA to restrict unwanted access and passwords were all changed.

This happened about 6-12 months ago.

I've many times submitted a request to have our ip unblocked and were denied several times. Last time was maybe 2 months ago.

Today I attempted again but everytime I submit the form the page keeps reloading with my entered information but won't continue to advance the submission.

Seems there is a problem with the website. It's doesn't identify any missing information so I'm not sure where to turn to now.

I've been trying for a long time to resolve this and it's been frustrating to get this rectified.

Does anyone have an idea how long it takes to clear this up?

    At present, New support request (office.com) this is the only form we can try. Please understand that the community does not have the authority to process user data, so we can only make the above suggestion. You can click on "Help" - "Feedback" in the menu bar on the Outlook web page to report this issue.

    Additionally, you can inquire with the chat support personnel whether subscribing to Office 365 can help improve this issue.

    The first link I had filled out months ago with no where to fix the issue.

    The second suggestion contacting support online where I was told they wouldn't and couldn't help me.

    Tried the last support link and told again wouldn't or couldn't help.

    So all useless options.

    I have been trying https://olcsupport.office.com/ and it wasn't working last night or today but did find if I deleted the requested Copy/Paste Error Message and leave it out, the page works. So seems to be an issue with the website.

    I guess we will have to wait and see once again if I get denied again.

    I understand that you need to remove the restriction from the IP blacklist, and I apologize for any inconvenience this has caused you.

    If your sending IP has been blacklisted, to my knowledge, besides using the sending domain appeal form, you can also try filling out the information on this link:

    The above are the general methods that I am aware of. If you have already tried your best but were unsuccessful, as a last resort, I suggest you contact the live chat support to inquire about whether your IP can be recovered by submitting additional information.

    Here are the specific steps to contact the live chat support:

    1. Sign in to this link using any personal Microsoft accountContact - Microsoft Support. Type "account issues" into the search box.
    2. Click "Sign in and contact support" at the bottom of the page.
    3. Under "Products and Services", select "Microsoft 365 and Office".
    4. Under "Category", select "Manage Account Security".
    5. Click "Chat with a support agent". Then fill out the contact information so that the online agent can contact you.

    Please note:

    • Online chat does not support enterprise accounts. If you currently do not have an available personal account, please create a new @outlook.com account to use.
    • the online chat service is available during working hours on local business days.
