The current version (over 16.88) no longer supports macOS Monterey. If you have already installed New Outlook on your Mac, you can continue to use it, but you cannot update.
According to Microsoft's official introduction to Outlook for MAC, the new Outlook for MAC (16.32) launched in 2020 requires mac OS 10.14 Mojave and above.

However, the system is constantly changing, and the software will also be updated based on the system framework. The three latest versions of macOS support the latest Outlook for Mac. As new major versions of macOS are officially released, Microsoft removes support for the earliest version and supports the latest version and the previous two versions of macOS. The August 2024 update (16.88) is the last build to support macOS Monterey.
As of September 2024, the three most recent major versions are macOS Sequoia, macOS Sonoma, and macOS Ventura. If you have an unsupported version of macOS installed on your computer, your Outlook application will still work, but you will no longer receive any updates, including security updates. For example, if you were using macOS Monterey but later did not update macOS to a supported version when macOS Monterey was no longer supported, you will not receive updates of any kind.

But the August 2024 update (16.88) is the last build to support macOS Monterey. Upgrade macOS to continue receiving Microsoft 365 and Office for Mac updates - Microsoft Support.
It is recommended that you update your Apple system first, and then download it using the following method.
Installation package download
- Please go to Microsoft account | Services & subscriptions and log in with the Microsoft account associated with the Office product.
- Under 'Services & Subscriptions', find the product you need to install and select 'Install'.
- Once the download has completed, open Finder, go to Downloads, and double-click Microsoft Office installer.pkg file (the name might vary slightly).
- The software begins to install. Click Close when the installation is finished. If Microsoft 365 installation fails, see What to try if you can't install or activate Office for Mac.
- The What's New window opens automatically when you launch Office icon (or another Microsoft 365). Click Get Started to start activating. If you need help activating Microsoft 365 or Office, see Activate Microsoft 365 or Office for Mac.
