I figured it out.
First, uninstall Outlook from your iPhone.
Tren reinstall the app on your phone. As soon as you have downloaded the app, you then have the option to enable and allow notifications.

Until recently, I was receiving notifications of new emails on my iphone. This has suddenly stopped working, and I have done everything I can think of to fix the issue with no luck. All notifications are allowed and settings are where they should be.

You have to allow notification in the "Settings" of the Outlook App.
Click on your initials then the Settings "Cog" on bottom RHS, then click Notifications and allow
It will then appear in the notifications on the iphone
This happens to me when I don't open the app manually for a certain amount of time. A few days I think? When I open the app and close it, then notifications resume normally. It's like there is a standardized lockout period where the app gets mad I'm ignoring it. All settings set the right way.
