Where was this email server P***D.OUTLOOK.COM in Sept 2023?

I'm trying to find my lost brother last heard of in German in this timeframe. Any ideas?

    Thanks Simon, I understand.

    My next step is to file a "missing persons report" with the authorities.

    At some point European police or Interpol may get involved. I'm wondering if they will be allowed to access the information, which Microsoft has somewhere in its inventory of servers.
