For some inexplicable reason, the images are now displaying correctly. I have had this same problem in the past wherein the images suddenly don't display and then just as whimsically the problem resolves.
Outlook App Not Displaying Images/Pictures
My Outlook App is not displaying images or pictures. I get the infamous white box with a red X in the left-hand corner. IT says "The linked image cannot be displayed. The file may have been moved, renamed, or deleted. Verify that the link points to the correct file and location."
I have already tried:
- Open Outlook and go to the “File” tab.
- Click on “Options” and select “Trust Center”.
- Click on “Trust Center Settings”.
- Under “Microsoft Outlook Trust Center”, uncheck the “Don’t download pictures automatically in HTML e-mail messages or RSS items” checkbox.
- Click “OK” to save the changes.
I have also gone into Outlook, to File > Options > Trust Center > Trust Center Settings > Automatic Download. Made sure that the "Don't download pictures automatically in HTML e-mail messages or RSS items" option is unchecked.
I have added the email address to the Safe Senders List.

2025-01-08T03:38:56+00:00 I already have "Do not save encrypted pages to disk" unchecked. The images are displaying correctly, but that's today. Who knows what tomorrow will bring? This glitch is very capricious as well as extremely annoying.

I have the same problem since months, and similarly to peanutlee33, I tried your proposed remedy, but the symptom persisted.
Anything else I could try out?
One important thing: it looks like the images are indeed downloaded, because when i reply or forward the message, then images do immediately appear on the reply/forward message! So it looks like they are indeed accessible and downloaded on disk. However for some reason, they are not displayed on the received message.
Therefore I do NOT think it's anything related to security, as any security measure would also apply to the new message, given both messages contain the same pointers to the images. Makes sense?
If it does, this is something related to the rendering of incoming messages only.
Someone in charge of Outlook design could maybe shed more light?
