how to turn on notifications for new outlook email

This does not work.

I have all notifications switched ON

If you are using the new outlook for windows version, to turn on notifications for new emails in the new Outlook for Windows, follow these steps:

1. Open Outlook and go to the View tab.
2. Select View Settings.
3. Click on General, then Notifications.
4. Under Notify me about, turn on the toggle for Mail.
5. Select Desktop. You can refer to Turn new message alert pop-up on or off - Microsoft Support

This will enable pop-up notifications on your desktop when new email messages arrive in your Outlook Inbox.
