Unable to unlock account, it has been days!

I am trying to login to my hotmail account and on sign in it tells me that my account has been locked.

It says to appeal this "choose next" and takes me to a phone verification screen but when I enter my phone details that are linked to this account, it says that this verification method is unavailable.

The Learn More link at this stage is also not helpful as the service is unavailable!!

This is extremely frustrating and I cannot access time sensitive information in my email due to this random locking.

Note: I have tried logging in with incognito and the desktop apps as well but to no avail.

    As per your description, I understand that you are unable to unlock your hotmail account and the collection verification as account security verification information is not available, please point out if my understanding is wrong.

    The verification mobile phone number in the locking stage here may not be your security verification mobile phone number, you can try to use other people's mobile phone number around you to unlock your account.

    If this method still fails to unlock your account, I suggest you can contact Microsoft's online support staff to check the current status of your account.

    Please try to change your network environment to a home wifi or mobile hotspot if possible, sometimes the network environment can also affect your normal login.

    1. First enter your question into the search(input“MSA”), then click "Sign in to contact support" at the bottom of the page.
    2. Currently logged in to another valid personal Micorsoft account .
    3. Under "Microsoft 365 and Office", select "manage account security".
    4. Under Categories, select Manage Account Security, and then click Confirm.
    5. Click Chat with Support Agent in Web Browser.
