Some users have this issue when migrating to Windows 11. The fix is to add in a Registry Key in HKEY_CURRENTUSER/Software/Microsoft/TerminalServerClient of DWORD type, named RDGClientTransport, with a value of 1.
However, looking at the dates of the question, I don't know if this is the same issue, so it's possible that there is a different fix for pre-W11 devices.
