How to get past the "I'm not a robot" screen

I am trying to recover my hotmail account. I get a code sent to my outlook account and then I successfully go through the "I'm not a robot" app, it, says success with a green checkmark, but then it just hangs there. So I cannot proceed. If I do try again, it says I have requested a code too many times. I have been trying for a week to reset my password and get into my account.

    Today I did clear the cache and cookies and used a different browser. chrome, I received a code to my alternate email and then for second verification

    method, I gave the last 4 digits of my phone number and I get this. I only have an email and my phone number to use. I don't have another method.
