As a matter of fact, recently a lot of users are responding that they are experiencing the problem of not being able to sync emails or add accounts on their mobile devices (iOS is the majority), which may be a popular issue, maybe you need to wait for Apple to fix this issue, in addition, you can also try the following suggestions to try to fix this issue.
Please use Microsoft Outlook on your iPad to send and receive your email normally for now, sorry for the inconvenience :(

Have you readd your account in the right way? Try to re-add your hotmail account in mail app on you iPad again under the instruction.
- Go to Settings > Mail, then tap Accounts. If you are using iPadOS 18 you will need to find Mail inside Settings > App.
- If you already have your account, tap your mail address and delete it first.
- Tap Add Account, then select your email provider, Select Outlook.com (the most imoprtant step)
- Enter your email address and password. Server setting will be automatically detected for you.
- If you see Next, tap Next and wait for Mail to verify your account.
- If you see Save, tap Save.
Also please make sure your iPadOS version is not lower than iOS17, (18 is preferred)
