I know you're seeing the "Too many requests" message when trying to log in your account. I completely understand how you feel.
This is usually a security mechanism to prevent hackers from using brute force algorithms to crack account passwords. Sometimes this issue can be related to your login environment.
I recommend trying a few troubleshooting steps first.
Try logging into your account using your browser's private mode( https://outlook.live.com). This will eliminate any issues caused by your browser cache.
You can also try to turn on or off the third-party proxy software (VPN) or switch nodes to force you to log in to your account using a server in another region.
Check if you can access and change your account information on other devices.
Try switching your network environment and accessing your account from a different IP address.
If you are still stuck on the screen of too many login requests, you can also try to change your account password and log in with the new password.
When resetting your password, make sure the email address/phone number you send it to is a known email address that you have access to, because in your case, it is not impossible to rule out the possibility that the hacker script is trying your account password over and over again.
If you encounter the same problem after trying the above steps, I suggest you contact the account team to submit your account for confirmation, because this problem is usually for a single account, and as a community team I cannot directly help you check your account information.

- Open a site link - Contact - Microsoft Support
- In the box below "Tell us your problem so we can get you the right help and support.", enter MSA, click "Get Help", and then click "Contact Customer Support" below.
- In this section, you need to register a personal Microsoft account
Note: You can only use a personal MSA to register, and the company account cannot display the correct content. If the account cannot be logged in, you can use another account or create a new account to execute;
- Select "Other Products" in Products & Services, select "Manage account security" as a category, and click to confirm
- You can select "Chat with support experts in web browser" to enter the chat window.
