I just got an email from my own address “Hello pervert, I’ve sent this message from your Microsoft account”

The message is sent from a random IP, not even from a device you ever logged in. The message is sent from a fake outlook or Hotmail account pretending to be yours. Microsoft knows this mail has not been sent from the address it claims to be, as it would've sent from a Microsoft server.

So why on earth doesn't it get blocked fully? I'm receiving this mail on ALL my Hotmail accounts. None on my gmails.

Three things I have noticed

1. As mentioned "Authentication-Result: spf=fail (sender ip is *******)"
2. Received-SPF: Fail ( *** hotmail.com does not designate ***** as permitted sender)
3. Received: from "a website with IP"
