Change work hours time zone

I am in the Eastern time zone, UTC-5. I have set this in Settings > Calendar > View > Time Zones. I have also set this in Settings > General > Language and time*.*

However, my work hours time zone, in Settings > Calendar > Work hours and location, is somehow set to UTC-3, Punta Arenas--incidentally, an area I have never had any association with whatsoever. See the line of text above the checkboxes below:

As you can see, this is just mentioned on this screen, it's not actually modifiable here. After some exploration, I haven't been able to find a setting that will let me modify this.

As a consequence, my working hours shown on my calendar are not what is displayed on the screen above, because it is showing a different time zone. I could alter the times themselves to match, but I'd rather figure out what is happening here and why, and fix the root cause rather than further cruft up my settings to achieve the right result by the wrong means.

How can I modify my "work hours" time zone so that it matches my actual time zone?

(And why is this a discrete setting in the first place??)

Step 3: choose your time zone -> save -> Yes, update.

Step 4: in Settings > General > Language and time, change your language in to English (CANADA)
