Why do I get the message "This username has been turned off for sign-in." on trying to sign in?

I couldn't figure out why or how this message came about when trying to sign in to my Microsoft account on the outloolk.com domain, with the screenshot shown below.

As advised in the message, yes, I can find other accounts associated with this very account I am after, which means the account surely exists but doesn't behave as I expected it to. If I did something in settings, I cannot remember and why I am posting this for help. It could be one of those info overload consequences where we give little attention on such [account related] matters when great attention is given elsewhere.

Could someone shed some light what this means? Can I get this account to work as normal, and if so where should I start?

    I had the same problem!
    Try to Log In with your phone number (If you have it associated to your email account). I managed to do it! Trust me, I spent the whole morning trying to figure this out, and in the end, it worked!

    I have the same issue It says "This username has been turned-off for sign in. Try a different one or find the account this username is associated with." but when I try to use the account recovery form it says "The Microsoft account you've entered does not exist."
