I'm guessing that you are speaking of one of these three designations for the Indian rupee. Most likely the middle one.
If you are speaking of the symbol or sign in the middle of the three, it is important to note that this was selected by the Indian government on July 15, 2010 from the entries in a contest started on March 5, 2009. The Indian government plans to adopt it within 6 months and would like it globally accepted in 18-24 months from the date of selection.
I would suppose the first thing you will require is a font that has this symbol as one of the characters. Up until now, I've only see images of the symbol used to float with the currency text they are denoting. I would imagine an extended character in a font set will be produced first.
Once you have a font installed in Windows, you can start using the symbol in a more conventional context through its use in the AutoCorrect or AutoText features of Word and Excel. This would facilitate typing in something likeINR and having it replaced by the new Indian rupee symbol.
As far as incorporating it into the regional currency settings of Windows, you may have to wait a bit. The Indian government itself is planning for global implementation only within the next 15-21 months.
