Where is the language bar in Windows 7 and how to install it?

What do I need to do to install a language bar in Windows 7 in order to be able  to use a French keyboard? None of the infos in Microsoft Word help refer to Windows 7 or am I missing something? In Vista I was able to install a language bar without having to purchase additional software from Macrosoft...

Go to the Windows Control Panel and then click on "Change keyboards or other input methods" under "Clock, Language and Region"  Then go to the "Keyboards and Languages" tab and click on the "Change Keyboards" button and then on the "Language Bar" tab in the "Text Services and Input Languages" dialog and select how you want the language bar to appear.

To get additional keyboards to appear, go to the General tab of the "Text Services and Input Languages dialog, then click on the Add button and then scroll down to and click on the Show More check box which will appear under the presently active Language/Keyboard.  You will then see a list of Keyboards from which you can select the French (AZERTY) one.

    In the search bar of the "Start" menu enter ctfmon.exe and press Enter.

    Than simply run it by clicking on this file. No PC restart needed.

    Check the regional and language settings in the control panel to add it.

    Tried many times and there is only the tablet pc input panel but no language bar
