In the view dropdown found in the ribbon (after data and review) - there is a Freeze panes options

If you are in C4 and you select "Freeze panes" not the "Freeze top row" or "Freeze first column" - rows 1:3 will be frozen and columns A:B will be frozen as well.

Click in cell  J 9 (for example).

    View tab.

    Window group.

    Click on Freeze Panes.

    Click on Freeze Panes again.
