The upgrade patch cannot be installed by the Windows Installer service because the program to be upgraded may be missing, or the upgrade patch may update a different version of the program error when using Microsoft Office Cusomization tool

I am trying to use the Microsoft Office Cusomization tool to setup a MSI install file for Office 2010 64bit.  The tool work file and creates the msi file.  I get to the tool by going to the x64 bit folder on the office 2010 install disk.

I setup a new Windows 7 virtual machine and tried to use the MSI file to instll office 2010 and i get the error:

"The upgrade patch cannot be installed by the Windows Installer service because the program to be upgraded may be missing, or the upgrade patch may update a different version of the program"

If I just click setup on the office 2010 dvd it installs fine on the same window7 VM.

Does anyone have a idea how to figure out why the windows installer keeps failing or what it is looking for?

If I click on the same msi on a system that has office 2007 installed I get the same error.

    If you are doing an initial installation of Office 2010 (such as Office 2010 Professional Plus), you can save the Setup customization .msp file (that you create with the Office Customization Tool) in the Updates folder. You can place only one customization .msp file for each Office 2010 product that you are installing in the Updates folder for an initial installation. Then when Setup runs, Setup searches the Updates folder on the installation point (that contains the Office 2010 source files) for a Setup customization .msp file specific to the product that is being installed.
