Failed to add certificate "root-ca-cert".

I'm working through a lab exercise - https://microsoftlearning.github.io/AZ-220-Microsoft-Azure-IoT-Developer/Instructions/Labs/LAB_AK_06-automatic-enrollment-of-devices-in-dps.html

and we are uploading an open ssl certificate and I get the below error when trying to upload the cert to the device provisioning services/certificates blade. Ive done this before using these MSFT instructions and this is the first time I am receiving this error code within the console. I tried reaching out to @Azure help on twitter but they claim they have no idea what this error code is. Any ideas?

Failed to add certificate "root-ca-cert".
