Compress picture function not work

When I paste a picture to a excel file, I click "compress pictures", But this function is not work for me, the size of Excel file still around 3-4MB.

    I have the same compression issue and can conclude that it is something wrong in Excel 2010 because the exact same pictures added to an Excel 2007 file make the file about 7 megs as compared to an Excel 2010 file size of about 95 megs.  Again, same pictures.  The Compress Pictures feature does not reduce the file size at all.

    I am far from an expert on image compression but my understanding is that there is a limit to how much an image can be compressed.  So, the question I have is this.  How does one figure out if an image can be compressed further?  Because to conclude that the Excel compress capability does not work (and I am not saying one way or the other), one has to be sure that the image(s) in the file can be compressed.
