How can I add the strikethrough tool to a toolbar?

    View menu - Toolbars - Customize toolbars and menus. Select Commands and then Format in the left panel. Scroll down to strikethrough, and drag it to the toolbar where you want it. Click OK.

    I do not see Toolbars under the View menu at the top or on the ribbon bar. Is there another way to access?

    Thanks. So it looks like I have to do that every time I open a new or old spreadsheet-I cant make it a global pref? And I have to keep both Standard and Formatting Toolbars on- I could only drag it to the Standard toolbar and it disappears when I try to subtract the Formatting toolbar.

    No, those preferences are stored with Excel's toolbars. Once you do it, it should remain in effect until you change it. It has nothing to do with new workbooks or old ones. If you put it on the formatting toolbar and then remove the formatting tool bar, of course it will be removed. Put it on both.
