No problem, I have similar setup.
First define heading styles with the appropriate numbering scheme. Then assign shortcut keys to the styles. As you are making the changes to the styles, make sure to turn on the option to "Add to Template" (save to NORMAL). This will automatically enable the
style in all new documents.
However, i would suggest other keys since those are commonly used functions. I use <CTL><SHF><1> and so on. Those are less commonly used shortcuts.
