Most work involving currency does not use the ¢ symbol. Pennies simply are expressed as decimal fractions of a Dollar. Technically, "Cents" & "Dollars" are separate units of measurements, so for consistency & to facilitate computations you'd need to express $1.00 as 100¢ - doing so would be quite impractical. A Custom Format can be constructed to include the ¢ but that does nothing to convert the value - IOW, what appeared to be 25¢ would still be treated as a whole number of 25 (dollars), not as "one fourth of a dollar".
If you just want to use the ¢ symbol for appearance purposes without concern for propriety or calculation, the keystroke is Option+4 on most keyboard layouts.
