I have a disk for Publisher 2002 that came with an old Dell computer that I no longer have.  I need it to view a publication that was just sent to me.  How can I install it on my new computer without a product key?  I paid for this program which is no longer usable!

You are in the position of a person who has burned up a $100 bill. The bank will not give you a replacement unless you can prove you really had a bill that burned up: provide them with the ashes.

You have lost track of the Product Key, so unless you have adequate alternate proof of the purchase, MS will not replace the product key.

Here are MS's replacement policy. I strongly suspect you don't have enough proof to satisfy them. But maybe you will get lucky.

Replace lost Office product keys:  http://office.microsoft.com/en-us/help/replace-lost-office-product-keys-HA001150834.aspx

If your version is an OEM or you can't get new keys for some other reason, you can download and install a trial version of Publisher 2010 which will allow you to view the Publisher file. Here is one source for a download: http://microsoft-publisher.en.softonic.com/

If it was supplied with a previous PC then likely its an oem version which isnt transferable to a new PC.

And if its not an oem version, since the old PC has gone you can no longer retreive the Key from it.

If you dont store both the installation disk and its key in a safe place, then you have nothing
