How do I insert an image in individual business card labels (avery 5371) and write on top of it?

I tried using format then background and insert a .jpg file, but it filled the whole page rather than individual business cards.

    When creating a Business Card in Word 2003 and insert a picture, the same picture gets updated in all the Business Cards while printing.
