Place the picture on the sheet and right-click it. Pick Size and Properties. Size it to fit within a cell. Move it to its proper place. Go back to Size and Properties and set the Properties to move and resize with cell.

By the way, you can also place a picture within a Comment:

in the ribbon, choose insert, then picture.

However, pictures float on a separate layer from cells - so it can be above a cell and you can elect to have it move with cells, but it isn't associated with a specific cell like a comment. That said, you can insert a picture in a comment if that is of interest.

I'm new to excel. Please advise how I insert a picture into Excel 2010? What should my excel be set to right click to insert picture into a cell? I'm trying to right click but not finding any mention of copy as graphic or picture comments.
