I have just done a clean instal on a pre-Intel Powerbook and need to re-install the software. I have two disks of Office 2004, but have just realized that they are "Upgrades" and apparently not full installable versions. I have Office 2011, but it won't work on this machine. Is there a place I can download office 2004 and use my product key, which Microsoft says is a good key for 2004?

AFAIK, Office 2004 has never been available for download from any legitimate source.
If you know anyone who has a qualifying full version on disk you can use it to do the installation of Office 2004 -- when prompted for the validation just insert that disk & point the installer to it.

There are many potential sources of an Office 2004 install disc. You can try computer clubs, flea markets, eBay, and even Amazon.com. Consider looking at Salvation Army, Goodwill and places like that.
