Why can't I insert a fill color into a shape?

I have been trying to add a fill color to put into a shape in a word document.  I tried using a blank document and nothing happens.  It is such a simple operation and I have no idea why it doesn't work when it has before.

    Exactly what steps are you taking

    When you have the shape selected, you should see a Drawing Tools>Format tab on the Ribbon and in the Shape Styles section of that tab of the ribbon, you should be able to use the Shape Fill drop down to select the color that you want.
