The hardest part is to find a free and suitable picture of a border. For instance:

You'll be needing something like this image (although this one is not US Letter-size).

Once you have your image in your computer:

    • In the main menu bar, select Insert > Watermark
    • Choose Picture > Select Picture and locate your border picture
    • Take out the checkmark in Washout so it won't look faded

Word will insert the picture in the document's header. Thus, to retouch/resize/reposition it, you need to use *View > Header.*Word will display it a bit faded, but that's on purpose so it does not interfere with the main text. Before printing, check how it looks with Print > Preview:

There's also some stuff in File > New from template. Type *"*Christmas" and make sure to enable the online search.

    Another way...

On the Format menu choose Borders and Shading

In the Borders and Shading dialog choose the Page Border Tab

On the Page Border tab click on the Art pop-up and choose the ivy option.

Wow !  This was really helpful.  I followed your directions exactly and I now have my letter with border reading for printing.  You saved me a lot of time and I learned something for next time!  This was a great start for me as this was my first time using this community!
