How do I tag an entire row in a table so that when I do a summary report the who row will appear?

I have a table in meeting minutes that has multiple columns (action Item #, Description, Assign date etc). each row represents one action item and I want to tag that action item (the whole row in the table) so that I can produce a summary report and see all action items across multiple pages.

ID Description Due date Date Completed Assigned to Comments
<ul><br><p>L3</p><br></ul> Provide Joe Smith   with list of support people we have contacted for his review 1/24/2013 1/24/2013 John Doe

If I tag the L3 then just that cell appears in the summary report. If I highlight the whole row and tag, it tags each cell separately and they appear separately in the summary report.

Suggestions would be appreciated.

    AFAIK, it is not possible to tag the entire row in OneNote table.
