Move X Axis to Bottom on Line Graph

I have a line graph with percentage values between -36% and 50% for various periods. The X axis are the periods and the Y axis is the percentage for each period. When I created a line graph, the X-axis appears in the middle of the graph at value 0%.

How do I move the X-axis to the bottom of the graph? I appreciate your help.

Click to select the Y axis and then right click it and select format axis.

At the bottom of the display, it says "Horizontal axis crosses"

Select the radio button for axis value and enter -40 in the box.

Right-click a value axis label and select Format Axis... from the context menu.

Under Horizontal axis crosses, select Axis value, and enter a suitable value in the box, e.g. -40% (or -0.4).

    Click OK.

This caused an even stranger issue ... I want my data centered around 0 (so to speak) so a value of 0 would cause a bar of o height to be drawn.  However, now that my "horizontal cross-over" is at the bottom (-6 in my case) a value of 0 causes a bar of height 6 to be drawn!!!  This is screwed up!
