Packaging Access 2013 Database

I've made an Access 2013 database for my workplace. I would like to package it as a stand-alone program running in Access 2013 Runtime. I've downloaded Runtime but can't seem to find a way to package the database. When I "Package and Sign" it under the Save As option, I get the message "No certificate available. No certificates meet the application criteria." Would anyone please be able to help me understand certificates and how to make use of them?

ps. - I previously used Office 2007 > Developer > Package Solution. But this doesn't seem to be available for Office 2013.

If you review http://office.microsoft.com/en-us/access-help/discontinued-features-and-modified-functionality-in-access-2013-HA102749226.aspx you'll see that the Access Package Solution Wizard has been discontinued.  As they state:

The Package Solution Wizard has been removed. The Package Solution Wizard allowed you to package an Access desktop database file along with Access Runtime and to distribute the files to others.Rather than package up a desktop database for distribution to others, the better way to go in Access 2013 is to create an Access app. You can save an Access app as a package to submit to the Office App Marketplace or an internal corporate catalog.

    I couldn't agree more!

    Yet again, we, the users, are left to figure out workarounds to manage to deploy our solutions to end-users. 

    Sometimes I just don't get MS' decision process!!!
