I agree.  I just purchased Office 2013 for my new machine and had I realized Picture Manager was not in it I would not have purchased it.

    Hello Williams,

Thank you for posting your query in Microsoft Community.

Office Picture Manager is removed from Office 2013. However, you will still find picture editing tools in programs such as Word and PowerPoint.

You may also try Windows Live Photo Gallery which is a better picture editing software and see if it helps.

    Hope the above information helps.

    Reply for further assistance.

    Thank You.

No problem. You can still get a free copy of Picture Manager 2007 inside the SharePoint 2007 installer:

Use Free MS 2007 Sharepoint for Workflow development - MODI and Picture Manager included

Windows Live Photo Gallery (online) is the Official “replacement” for Picture Manager - http://windows.microsoft.com/en-US/windows-live/photo-gallery-get-started

**If you just want MODI or Picture Manager 2007 or OneNote 2007,**you can start the SharePoint installation process then select the **“Custom” install option.**This will allow you to deselect SharePoint and any other product you do not want wasting space on your machine.

    Download SharePoint Designer 2007

http://support.microsoft.com/kb/982760 - Install MODI 2007 from SharePointDesigner 2007 for use with Microsoft Office 2010/2013

    http://www.microsoft.com/download/en/details.aspx SharePoint 2010

Note: the free download of SharePoint Designer 2007 includes a few surprising extras:

    • OneNote 2007
    • MODI- MS Office Document Imaging
    • MS Office Picture Manager

Here are instructions on how to do a Custom install of only selected items from Office setup:

Install or remove individual Office programs and components

    http://office.microsoft.com/en-us/access-help/install-or-remove-individual-office-programs-and-components-HA010354261.aspx

Note: 2007 version is Free and includes MODI. 2010 version does NOT include it (don’t know if it is free).

How sad.  You remove an excellent program (Office Picture Manager) and replace it with yet another program that is overkill (Live Photo Gallery);  bloated, too many options.
