I'm getting e-mails from Azure saying:
Support is ending for Intel E5-2673 (Haswell) v3-based CPUs – transition to newer compute hardware
You're receiving this email because you're currently using Gen 4 hardware on Azure SQL Database and Azure SQL Managed Instance.
I had an Azure-based SQL Server with 1 database, I'm not sure the size but it wasn't in use so I deleted it. I have a VM of "Size" "Standard B2s".
When I log into the Azure portal there is no notice or pop-up or message about this.
How do I figure out what the e-mail is referring to?
At the bottom of the e-mail it references an Account Subscription Name and Subscription ID I don't recognize.
An Azure relational database service.
An Azure service that is used to provision Windows and Linux virtual machines.

However for all VMs the only message I see where you have "myFirstVM ..... will be retired...." is a prompt to enable replication, even though I have the "Standard B2s" size that I think someone above implied was getting retired but maybe is not (?)

No worries! Longer comment threads tend to get a bit difficult to navigate. On my end, I still need to get confirmation that the Av1 portal experience is what you should be seeing as it is unclear if this is a universal retirement experience for all VMs or if this is still being implemented. I'd also like to rule out the possibility of an older account as not recognizing the subscription ID on the notification is worth investigating.
As far as the impacted VMs are concerned, the CPU in question (Intel® Xeon® E5-2673 v3 2.4 GHz (Haswell)) spans a number of different VM sizes and is similar to the Intel® Xeon® E5-2673 v4 2.3 GHz (Broadwell) processor. Filtering the benchmark scores as @Alberto Morillo suggested (thank you!) for "E5-2673 v3 @ 2.40 GHz" which should be Haswell includes F, Fs, and B but leaves out D although it's listed on the Dv3-series page. Until there is additional clarity, I would consider B, D, F, and Fs as possibilities between the benchmark documentation and the series documentation.
I'll continue to update you as I learn more.

I was able to get confirmation that the portal notification has not yet been implemented for the Intel® Xeon® E5-2673 v3 2.4 GHz (Haswell) retirement. For the time being you would need to identify the affected resources based on the email notification that is sent based on your subscription. As you pointed out, however, portal notifications are a very helpful feature and feedback to implement this for future retirements has been given to the product group. What VM sizes are included in the Intel E5-2673 (Haswell) v3-based CPUs?
The Intel® Xeon® E5-2673 v3 2.4 GHz (Haswell) processors are found primarily in the general purpose and the compute optimized VM sizes (Av2, B-series, DV3 and DSv2-series, Dv3 and dsv3-series, Dv3 and Dsv2-series while the Ev3-series and Esv3-series have the Intel® Xeon® E5-2673 v4 2.3 GHz (Broadwell) processor). You can find a full list of VM sizes and their CPUs in the benchmark scores documentation.
For Intel E5-2673 (Haswell) v3-based CPUs, you would be looking at the specific sizes within B, D, F, and Fs series (a common size might be the Dv3 and Dsv3-series). You mentioned that you don't notice the account subscription name and subscription ID, which is likely why you aren't seeing anything in the portal. All Azure subscriptions have the ability to create a billing and subscription management support ticket, which you could use to track down an Azure account (with subscription name and ID) that you may have forgotten about.

Portal notifications do exist for some retirement announcements such as the Av1 size shown below however for the Intel® Xeon® E5-2673 v3 2.4 GHz (Haswell) retirement you would check your email for a notification. I don't do much in Azure but the portal is so rich with features I feel like I'm missing something.
So it seems like my "Standard B2" sized VM is a "problem" in that the hardware will go out of support but the only way I can know and fix this is:
But when I log into the Azure portal there are no alerts, no warnings, no red flags and apparently no obvious "this server has a problem" link with a follow-up pop-up when you click on it "this server is on unsupported hardware. Click here to migrate to 3 suggested, similar sizes....." -- and I'm done?
It seems by the time I've gone to all the trouble to figure out what I should do to simply migrate to roughly equivalent newer hardware, I could just as easily move off of Azure entirely.
Am I missing something here?

I've reached out to the group that creates the alerts and there should be an alert in the portal for retirement related notifications. I'm working to track down the exact location as I don't have this specific alert but I suspect the core of the issue is the Account Subscription Name and Subscription ID you don't recognize. There may be a separate account that needs to be identified.
I'll update you as I learn more. A Service health > Health Advisory similar to this Docker deprecation notice is what I would expect to see in the portal:

As a quick update, I've confirmed the retirement notification for VMs in the portal (Av1 in this case) and am looking for the retirement notification you would have received. This is what the Av1 retirement looks like in the portal:

As you can read here, the VM Standard_B2s is using the Intel(R) Xeon(R) CPU E5-2673 v3 @ 2.40 GHz processor.
Consider moving your databases and managed instances to Gen 5 hardware by January 2023.
