Much the most satisfactory way to print x-up on A4 is to design it that way from scratch, and much the easiest way to do tickets of this sort is in Publisher, where you can lay the ticket out once and then designate how many to print on a page.
In Word, to get multiple copies on a page (beyond two, for which there is the "2 pages per sheet" setting), you need to actually create the ticket multiple times on the page. The conventional way
to do this is with a label-type layout, which involves a table. Tables are pretty limiting in many ways and especially when it comes to handling graphics.
Beyond the ability to design a document with two pages per sheet, Word offers only the ability to scale a document to a different paper size or to reduce a document of a given size to print multiple times on the given size of paper. This
often has unexpected results. You may be more successful creating the document as desired, saving it as a PDF, and then using the "Multiple pages" setting in Adobe Reader's Print dialog to achieve the 8-up printing.
