Update: I tried typing "Onenote /safeboot> Clear cache" and running as an administrator a couple more times, and then the last time it opened it up and all the notebooks were closed (as it appears was expected), so I opened them all again, figuring the problem was fixed. Then to test it I closed OneNote again and tried to open it. This time I got a message that said to please wait because OneNote is cleaning up from the last time it was open, and there was a status bar. Once the status bar filled, I got the same "OneNote can't open" message again.

Hi, I'm having this issue right now, and nothing seems to work so far. I tried typing "Onenote /safeboot> Clear cache" in the start menu and it gave me the same error message. Then I tried deleting the cache file  as Piers C suggested and again I still got the same error message when trying to start OneNote. When I tried this second solution, however, I noticed that the solutions are for OneNote 2010 and 2007, but not 2013, so I don't know if there's a slightly different solution for 2013.

I noticed that when I type "Onenote /safeboot> Clear cache" in I can choose to run as an administrator and then it opens just fine. But I want a solution that just allows me to open OneNote without having to type that and then run as an administrator. Any ideas? I'm on Windows 7 and have Office 2013. Thanks.

Ok, my bad. At least I can update my post with another version of the fix. Thanks.

but I'm pretty sure my solution doesn't require you to re-open the notebooks though.

    That's wrong.

The core of the "solution" is always the same: deleting the cache.

    By

    1. deleting the cache file explicitely (your way)
    2. running the /safeboot switch (Mark's way)
    3. closing all notebooks (my way :-)

If you delete the cache you have to re-open the notebooks.
