How exactly is Azure Stack HCI billed per core?

Hi!

I have read, that for Azure Stack HCI the price per physical core (currently $10/pCPU/mo) is calculated on a daily basis.

Is it calculated only from cores used by workload (VMs)? Or will we get billed for all present cores on nodes in the cluster which are not switched off?
If so, does that also mean, that switching the nodes off for off-peak hours does not have any impact on billing either?

    Billing is based on a flat rate per physical processor core in an Azure Stack HCI cluster

    To determine how many cores are present in a cluster, Azure Stack HCI periodically checks the number of physical cores and reports them to Azure.
