Remote debugging of Azure web app that was working for many months is now not working.

Remote debugging of Azure web app that was working for many months is now not working.
Getting "Unable to connect to ... The connection with the remote endpoint was terminated." error message when using Debug>Attach to process.
Getting the following error message when using the Cloud Explorer > Attach Debugger
System.Runtime.InteropServices.COMException (0x89710023): Unable to connect to the Microsoft Visual Studio Remote Debugger named 'xxxxxxxxx'. The connection with the remote endpoint was terminated.
at Microsoft.WebTools.Azure.VS.Operations.IDebuggerInternal120.ConnectToServer(String szServerName, VsDebugRemoteConnectOptions[] pConnectOptions, CONNECT_REASON ConnectReason, Int32 fIncrementUsageCount, IDebugCoreServer3& ppServer)
at Microsoft.WebTools.Azure.VS.Operations.RemoteDiagnosticsSessionBase`1.ConnectToServer(String site, String user, String password)
Verified that firewall TCP/IP port 4024 and UDP port 3702 are open in my firewall.
Verified the Configuaration>General Settings>Remote debugging is on for VS 2019. Turned off and on and restarted the web app to no avail.
Using Kudo > Process Explorer >Properties of w3wp.exe > Modules does not show that MSVSMON.EXE is not running
Any suggestions?

Welcome to Microsoft Q&A forum. Was there anything changed(configurations, updates, modifications…)? Do you use any other firewall and proxy which may be provided by your company? Try to update Visual Studio 2019 to the latest version if possible.

Thanks for your response.
I recently updated my workstation to Windows 11. Visual Studio Community 2019 is updated to latest 16.11.18.
I am using McAfee LiveSafe and there is no proxy. I opened up TCP/IP 4024 port and UDP 3702. I also turned off the firewall and this did not help.
In VS 2019 when I go to Debug > Attach to process and then select Search to find remote connections I get Found 0 connections. It seems to me the remote debugger msvsmon.exe is not running on my Azure Web App. I made sure Remote debugging is on for VS 2019 in Configuaration>General Settings. I also went to Kudo > Process Explorer >Properties of w3wp.exe > Modules and do not see msvsmon.exe.
Hope you can help resolve this.

The error message says the connection with the remote endpoint was terminated, so I guess the msvsmon.exe doesn’t run correctly, as the connection was terminated.
If you try to ping the remote Azure VM, will it reply to the ping? Have you also checked the Azure portal side, maybe there are some options need to configure?

I am able to ping www.microsoft.com but not able to ping Azure VM. Looking further into this it looks like I would need to add an inbound security rule to allow ICMP Echo Request as well as set up the operating system to answer to Ping/ICMP echo requests. (reference https://www.thomasmaurer.ch/2019/09/how-to-enable-ping-icmp-echo-on-an-azure-vm/). Debugging was working perfectly fine up until a few weeks ago so I do not want to make these changes just to verify that pinging the Azure VM is working.
According to this reference (https://azureappservices.blogspot.com/2019/03/unable-to-connect-to-microsoft-visual.html) the msvsmon.exe should be running in the Kudo Process explorer.
But in my situation msvsmon.exe is not running as evidenced in the Kudo Process Explorer even though I have enabled remote debugging in the Azure portal Configuration>General Settings>Remote debugging is on for VS 2019.

From your description, I guess the issue is caused from remote Azure VM side. Could you confirm that there’s nothing changed on Azure VM? And no limitations which block the msvsmon.exe on the VM? I suggest that you can also add Azure related tags for better help.
